UK latest Tory policy - park on double yellow lines

The latest great idea from a Conservative party think tank is a proposal to allow people to park on double-yellow (no parking at any time) lines for up to 15 minutes. Their propose is to re-invigorate the high street by allowing this.

I'm listening to the owner of the proposal being interviewed on Radio 5 live right now. It's clear to me that this is a typical "silly season " story and it's also clear to be that the person proposing it hasn't thought it through well enough.

The reason why double yellow lines are introduced is for safety. UK high streets can be narrow and the combination of pedestrian, cycle, bus, motor car and emergency services traffic is often dangerous if indiscriminate parking is allowed. North View in Bristol can quickly be reduced to gridlock by a single stopped car.

The proposer of the bill conceded that there are some areas where it is too dangerous to allow parking on double yellow lines but gave no indication how a driver would discriminate between double yellows where 15 minutes parking would be allowed and those where it would not. Presumably there's also have to be a significant increase in the number of traffic wardens to police the 15 minute parking.

In short, a proposal where the proposer can attribute its ultimate failure to be implemented to killjoys who don't have the electorate's real interests at heart.
