Insurance exchange rates

The department of Health and Human Services has just released a report that the average monthly premium that will be available on the ACA exchanges next week will be about 16% less than originally predicted.



The rates will vary by state and regions in the states.



I wonder, however, if those states that did not actively participate in setting up the exchanges, and threw up road blocks where they could, are going to see the highest rates?



If so, will there be political consequences on a local level?
