Energy/HVAC question....is heating or cooling 1 degree the same regardless

Background: a few friends and I got into a discussion about having our thermostats up or down pending the weather (esp given the rough winter) and that morphed to utility bill costs and how much money you really do or don't save being frugal or not.

There were those who said cutting back the heat saves money not just initially due to having to get the house up to a certain temp but continually, while there were those said yes, getting the house up to a certain temp of course takes more energy, but after that, it's the same...ie getting the house from 60 to 61 (assuming it's colder out obviously) takes just as much energy (and so costs the same) as taking it from 74 to 75, so really it's probably not THAT much more expensive to have the heat higher vs lower in general.

This also got into a discussion about turning back the heat (or A/C) when one is on vacation.

Thoughts/facts/proofs either way?
