Heatstroke baby-in-car vs frozen baby-in-car

In the summer it always seems like there are too many stories about parents who forget their babies in their cars and they end up dead of heatstroke after hours of sweltering in a hot car. With temperatures in the northern part of the country hovering in the single digits this winter, we have had a couple of cases of tots wandering out of homes, but where are the frozen babies forgotten in cars? Is this more likely to happen in the summer? If so, why? Are there stories we're missing?
