UK TV licence

BBC News: No long-term future for BBC licence fee, MPs say

"The TV licence does not have a long-term future and is likely to be replaced by a new levy within the next 15 years, a group of MPs has said.

The fee is "becoming harder and harder to justify" given changes in the media, according to the House of Commons Culture, Media and Sport Committee.

The MPs suggested every household could pay a new compulsory levy instead.

The BBC said it agreed the licence fee needed to be modernised.

The select committee's proposals were made in a new report about the future of the BBC."

The two most surprising things to come out of this are the suggestion that the licence should be amend to encompass catch-up services, but also that

a new household levy would be imposed on, "all households, regardless of whether they watch TV, or how they watch."

It's long been the principle that if you don't watch TV, then you don't pay. In recent years, though, catch up services have allowed delayed viewing without requiring a licence, a loophole that no doubt disgruntles those who do pay.

It's also surprising that while subscription is mooted as a possibility (despite the immense cost implications), the BBC carry advertising isn't. This is probably down to a tacit acceptance that there simply isn't enough advertising revenue to sustain the BBC channels in addition to the commercial ones.
