I would like to post a comment that speaks to truth

1. Models are hardly representative in the first place - they represent the most unusual and/or the most beautiful in society, the "elite" as it were.
2. Europe and America are majority white societies so industries in these countries are likely to use majority white models for a number of reasons: they are easier to source and that they look closest to the largest group demographic mainly. Likewise most models in Japan are asian, most models in India are Indian etc etc.
3. "People of colour" can and do get work as models. Whilst most models are white, if anything black and asian people are over-represented when it comes to Western ads and fashion (considering they belong to minority demographics). I don't think there is a massive shortage in terms of general advertising or fashion - the only real noticeable "void" is that you never see black people in perfume adverts. "Perhaps" (just a guess here) some of that comes down to perfume adverts often using very dark backgrounds (think your black xs, hypnose, armani code) so darker skinned black people might not photograph as well in those conditions.
4. There are better ways of boosting diversity than simply saying "whites not allowed". Take a look at Rage/Ugly Modelling who feature a whole host of models from a variety of backgrounds (ethnic or otherwise).
