George Osborne has a politically important day today. He's suffered an embarrassing reverse in The Lords over tax credits (and from some of his own back benchers).
He needs to apply the austerity screws but the largest areas of expenditure, the NHS and pensions are protected which means that the cuts need to fall harder elsewhere. One measure trailed yesterday was taking money from local services to spend on the NHS, robbing Peter to pay Paul.
