Help understanding a 18th century quote

The following quote is from Louis-Claude de Saint-Martin written in the late 18th century I believe.

The man who believes in God can never fall into despair; the man who loves God must sigh incessantly

What is this suppose to mean? The first part is clear the second is not (to me) does anyone know what he meant in the context of his time?
