"AI" and public control of personal data

The above story indicates how much progress is being made in using machine learning. And as ever our technology is outstripping our legislation.

Should we act now to prevent the above being used for non academic purposes? In other words should we make it illegal to use software to create profiles without our explicit consent (none of this "it is in our terms and conditions, page 231, sub section 6 paragraph 24 clause g) " nonsense)?
