Graphic Technicality issue on computers. Can it be solved?

One of my major peeves when dealing with internet services, is this very annoying thing that happens when you load a website and as the page loads, you see the button you want to click on. Only that, in the short time gap between you moving your mouse cursor over the button, and the moment of clicking it, the button has moved away, making you accidentally click on a different button which takes you to the wrong place, and now you have to hit "Back" and do it all over again.

This happens due to an issue most (if not all) computer systems, including smartphones, where the website loads the graphics before it actually places them in the correct location. Thus, giving you the momentary wrong impression that the button you want to press has already loaded and is ready to be clicked on, when in reality, that button is about to disappear and move to its right location.

I'm amazed that with the current numerous System Updates that our computers do to fix problems, this one has never been tackled. I can't be the only person in the world that experiences this. Granted, the "gravity" of the problem is partly related to the quality of the connection (Slower connection means, more time gap for the button to appear in the wrong place, and thus, lead you to click in the wrong place), but still: Shouldn't this be a very basic function in which pages don't load images in the area where they're not supposed to be?
