I just got done reading this for the umpteenth time, and something occurred to me: the ringworld builders didn't have access to FTL travel, but their ramships traveled pretty extensively. Why didn't they ever come across the Outsiders, who could have sold them the hyperdrive shunt? If the humans could afford it, surely the ringworld builders would have been able to.
